Wilmington Mayor James Baker has formally announced his candidacy for a third term. Baker pledged to supporters on Monday he would make Wilmington a world-class city if he is re-elected. He said his administration is focusing on bringing more stores and night-life to the city.

Baker's two predecessors, also Democrats, failed to win third terms. So far, no candidates have emerged to oppose Baker.
