Altoona police say they noticed 20-year-old Brian Hoover walking down the city's Sixth Avenue just after midnight on Wednesday dressed as an ape. Police say when they stopped Hoover, they discovered he was wanted for receiving stolen property.
Police say Hoover told them he had gone to the convenience store in disguise because his girlfriend had bet him he wouldn't do it. Hoover has been charged with receiving stolen property. He was released on bond.
