PHILADELPHIA (AP) - December 8, 2008
Code Blue gives them the power to go out onto the streets and
bring in homeless people to shelters because the weather conditions
pose a threat of serious harm or death.
Temperatures from Sunday night into Monday morning were a
numbing 19 degrees, and the National Weather Service says the wind
chill factor made the temperature feel like it was in the single
digits.
The Code Blue declaration is scheduled to remain in effect until
noon Monday.
