Hayashi Ya is a Japanese restaurant on Manhattan's West Side. They have an all-you-can eat special for about $27.
But manager Ben Lin doesn't want to see any wasted food. So, the restaurant has a 30-percent surcharge for people who don't clean their plates. That adds about 8 bucks to the tab.
Wasting food isn't confined to all-you-can-eat buffets.
A 2004 University of Arizona study found that 40 to 50 percent of U.S. food is tossed out.
