The puppy was plucked from the street by a passing state worker as traffic whizzed by.
The spot where the barely two pound puppy was spotted was near a Chinese-Japanese restauraunt, so shelter workers decided to call the Mexican Chihuahua - Egg Roll.
"People did come forward that they were the owners. The gentleman stated that his 16-year-old daughter had the puppy in a baby stroller with her 6-month-old daughter and the puppy accidentally either fell out or was kicked out by the baby," Beg Greco of the Cumberland County SPCA said.
Greco says she's investigating the story and also where the pup was purchased. She says the presumed owner says Egg Roll was purchased in a private sale for $200. Greco says that says is wrong as the puppy is too little.
"With Chihuahuas, they are typically kept with their mothers for twelve weeks so they can gain a good immune system and he is very young to be away from his mother," Greco said.
While shelter officials determine whether to return Egg Roll to his owner, he'll be kept in a foster home.
