Investigators say the patrol car was responding to a call when it hit a car just before 2:30 Monday morning.
The crash happened at the intersection of Princeton and Torresdale avenues in the Tacony section of the city.
The officers were taken to Frankford Torresdale Hospital where they are in stable condition.
The 21-year-old man driving the other car was not seriously injured.
