Investigators say that at about 9:30 on Wednesday night, the gunman opened fire on a man in his late teens or early 20s.
It happened on the 6400 block of Elmwood Avenue.
The victim was taken to the the Hospital of the University of Pennsylvania, where he was pronounced dead shortly after arriving.
So far, police have not said if they have found a motive or have any suspects in mind.
