Jonathan Roseman, 49, was arrested after the incident on Thursday night.
Investigators say Roseman was caught masturbating in Aisle 10 of the Giant Supermarket in the 500 block of Lancaster Road in Saint Davids.
Roseman has been charged with indecent exposure and disorderly conduct.
