The incident began at a house in the 500 block of East Courtland Street around 6:00 a.m.
Officers were dispatched to the area for a report of a person screaming.
When they arrived, they saw a man on a porch.
"When they tried to apprehend the male he slammed the door shut on them and there were shots fired at officers," said Chief Inspector Joseph Sullivan.
Police declared a 'barricade situation and called in the SWAT team. Nearby streets were shut down as negotiations began.
Officers were very concerned about a woman inside the home, but she was not injured.
Authorities say a sergeant from the SWAT team developed a rapport with the man and he surrendered peacefully around 7:45 a.m.
"We're very happy they used good judgment despite the fact they were shot at," said Sullivan. "They used extreme restraint."
The name of the man who fired at officers has not been released.
