The deadly shooting happened shortly before 9:00 p.m. Monday on the 1400 block of Congress Street.
Police say the victim, believed to be in his early 20's, was shot near 9th and Tilghman, but managed to run to Congress Street before collapsing.
The victim was pronounced dead at the scene.
No arrests have been made.
