Ten people have been displaced following a row home collapse in the Cobbs Creek section of Philadelphia.

WEST PHILADELPHIA (WPVI) -- Investigators say a foundation that buckled led to the partial collapse of two homes in the Cobbs Creek section of Philadelphia.

The Department of Licenses and Inspections says the foundation wall rested between 6015 and 6017 Spruce Street.

The wall buckled around 12 p.m. on Monday, investigators say, causing a wall that sits between both properties to give way.

The city contracted a demolition company to tear down the properties, noting the $38,000 cost will be billed to the property owners.

L&I said it was working with the owners to salvage personal belongings.

No one was in the homes at the time of the collapse. A total of ten people from two families were displaced.

Two dogs were initially missing, but one was found roaming the neighborhood while the other was rescued from the rubble.

Meanwhile, residents at 6013 and 6019 Spruce Street were temporarily evacuated from their homes but have been allowed to reenter.

L&I also said it inspected 42 of the 47 remaining properties in the 6000 block of Spruce Street, saying no problems were found. Five properties could not be entered, L&I said.
