PHILADELPHIA (WPVI) -- Pennsylvania is key in the 2024 presidential election, as its 19 electoral votes offer the largest prize among the swing states expected to determine the Electoral College outcome.

Vice President Kamala Harris will start the day on Monday at a canvass kickoff in Scranton before delivering remarks at a rally in Allentown. She will then travel to rallies and concerts in Pittsburgh and Philadelphia.

Donald Trump plans four rallies in three states, stopping twice in Pennsylvania with events in Reading and Pittsburgh.

Road closures, parking restrictions for Kamala Harris rally on Ben Franklin Parkway

Several roads are closed near the Philadelphia Art Museum in the city's Center City section ahead of a massive Get Out the Vote concert and rally for Kamala Harris on the Benjamin Franklin Parkway on Monday night.

The election eve rally on the parkway is set to begin at 5 p.m. Monday night. The entire Ben Franklin Parkway from Logan Square at 18th Street through Eakins Oval is closed as of 5 a.m. on Monday.

The closures began Friday morning and are expected to continue until 8 p.m. on November 5.

Elon Musk PAC tells Philadelphia judge the $1 million sweepstakes winners are not chosen by chance

A lawyer for Elon Musk's political action committee told a judge in Philadelphia on Monday that so-called "winners" of his $1 million-a-day voter sweepstakes in swing states are not chosen by chance but are instead chosen to be paid "spokespeople" for the group.

GOP lawyer Chris Gober also said that the recipients Monday and Tuesday will come from Arizona and Michigan, respectively, and therefore will not affect the Pennsylvania election.

He said the recipients are chosen based on their personal stories and sign a contract with the political organization, America PAC.

"The $1 million recipients are not chosen by chance," Gober said Monday. "We know exactly who will be announced as the $1 million recipient today and tomorrow."

Musk did not attend the hearing, held on the day before the presidential election. Philadelphia District Attorney Larry Krasner took the witness stand Monday and called the sweepstakes a scam as he asked the judge to shut it down.

Here's what to know if you're planning to go to the polls in Pennsylvania on Tuesday

All polling places in Pennsylvania are open on Election Day, Nov. 5, from 7 a.m. to 8 p.m. Anyone in line by 8 p.m. will be allowed to vote.

Here are five steps to prepare to vote in-person.

Step 1: Check your voter registration
Pennsylvania voters can check their registration online by providing their name, Pennsylvania driver's license or PennDOT ID card number, or over the phone by calling their county elections office.

Step 2: Confirm your polling place
Polling places sometimes change, so it's important to double-check you know where you're going.

Step 3: Plan a time to vote
The busiest times are generally first thing in the morning, around lunch and after work.

Step 4: Know what to bring

Step 5: Vote
Research the candidates that will be on your ballot and put your plan into action. Voters can bring notes or use their phones while filling out a ballot.

Philly DA has warning for anyone trying to intimidate voters on Election Day

Philadelphia's district attorney is highlighting voter protection efforts ahead of Tuesday's election.

The D.A.'s Election Task Force, along with city leaders and the police commissioner, held a news conference on Monday morning.

D.A. Larry Krasner says there will be additional officers at polling locations across the city.

However, by law, no police officer is allowed to be within one hundred feet of a polling place.

Krasner emphasized that anyone who tries to attempt voter intimidation or voter suppression will be held accountable.

"There is an election court with judges. They have orders. Those orders are going to say, in essence, get out of the polling place. Anybody that doesn't get out, you're getting arrested. That's how it works," Krasner said.

The Election Task Force will be activated starting at 7 a.m. Tuesday.
