Still waiting for Joe Biden to decide

WILMINGTON, Del. (WPVI) -- Biden spent the day Tuesday at an event honoring former Vice President Walter Mondale. But he still has not tipped his hat.

Some pundits think he is sounding like a man about to throw his hat in the ring, taking a swipe again at candidate Hillary Clinton who during last week's debate said she counts Republicans among her enemies.

Biden said, "I really respect the members up there and I still have a lot of Republican friends. I don't think my chief enemy is the Republican Party. This is a matter of making things work."

As for polling data, Tuesday's ABC/Washington Post poll of Democratic Primary Preference shows Clinton has rebounded significantly from her summer slide, up 12 points from September, while the undeclared Biden has given up 5 points.

For some observers, the thinking is that the vice president has waited too long to declare, that he is past his political "use by" date.

Delaware Governor Jack Markell is not buying that. He thinks people maybe over thinking Biden's decision making process.

Gov. Markell explains, "I think this is more a personal decision than it is a political decision. Pundits will do what the pundits are. I'm not a pundit and I'll let them do their thing."

On the streets of Wilmington, Delaware many people say the vice president's decision is not critically important to them. Those who were interested say they like Biden, but are split over if he should or shouldn't declare.

Mike Minor thinks a Biden-Clinton primary would be divisive for Democrats. He says, "I think that would be a distraction and people would be all torn apart."

Laurie Shade hopes he runs because she believes he is more authentic than Clinton.

Shade says, "I think he's ready... He's just a down to earth, average Joe like all the rest of us. He's out for the average person."

So will he or won't he? When will he decide and when will he announce?

Again, the people we spoke with in Wilmington say it's not really a burning issue for them. They like Biden - he's a hometown guy.

They say at this point it's probably more important for the political operatives in Washington than for folks in Wilmington.
