19-year-old Joe Spires was at the wheel. He died instantly. An 18-year-old boy in the passenger seat died later at the hospital.
Joe was the son of Philadelphia Police Sergeant Frank Spires. He was a graduate of Father Judge High School and had celebrated his 19th birthday just days before Christmas.
Joe was attending Montgomery County Community College with dreams of becoming a mechanical engineer, a promising future that ended on Roosevelt Boulevard.
His family says he was an exceptional kid, who wasn't reckless. The police say he was speeding when he spun out of control.
His sister Kelly witnessed the accident. She was in another car with her boyfriend.
Police say there was no alcohol involved and it may be awhile before they can reconstruct what happened. We are withholding the name of the other victim until his entire family is notified.
