Chopper 6 flew over 17th and Arch Wednesday morning, where a briefcase was found with wires protruding out of it.
It was found just before 7:30 a.m.
As a precaution, Arch Street between 16th and 18th streets was shut down to cars and pedestrians.
The suitcase had wire and metal inside, but did not contain any explosives.
Police reopened that section of Philadelphia to traffic at about 9:30 a.m.
