Settlement bans care home operator

PHILADELPHIA (AP) - June 10, 2008

Federal authorities on Tuesday announced a civil settlement with Rosalind Lavin, who ran homes in Philadelphia and Media.

The government alleges Lavin failed to provide safe and adequate care for residents of the homes.

Authorities also say Lavin misused federal assistance money that residents received from the government. Many residents were either physically or mentally disabled.

Three of the homes have already been shuttered, and one is in the process of closing.

Lavin did not admit wrongdoing in the settlement, but agreed to pay the government $700,000.
