"They see our two decedents walking, at first they think they're individuals they're beefing with, as they run up upon them, they find out they are not the individuals they're having problems with and even with that information, they still shoot both of them in the head," Captain James Clark of the Philadelphia Police said.
The victims, Dominique Smith, 18, and Harvey Lewis, 15, are described as great kids who always steered clear of the violence and drugs that plague the streets.
Lewis was a cadet in the Police Explorers Program.
As a memorial began to grow at the murder scene, police formed a task force to bring the killers to justice.
Tips began to pour in.
"The neighborhood was really good at coming out and contacting us and giving us several leads, that obviously this taskforce did a really good job of tracking down and making the arrests," Captain Clark said.
As is customary with police officers killed in the line of duty, officers used Lewis' cuffs to take in Satchell.
Services for Lewis and Smith are scheduled Monday at Yesha Ministries Worship Center.
