Carter is charged with one count of rape in the first degree and one count of possession of a deadly weapon.
The arrest stems from an incident that happened shortly after midnight on Sunday. Police say Carter held a knife to the neck of a 37-year-old female acquaintance and raped her.
Shortly after the attack the victim called 911 and was transported to Christiana Hospital. Police then interviewed the victim and she identified Carter as the rapist.
Carter was arrested at 6:00 p.m. Sunday at his home.
He was arraigned and is now in Howard Young Prison after failing to post $80,000 secured bail.
