New Jersey Attorney General Anne Milgram called it a "shocking case of human trafficking."
Milgram said Brown took away women's cell phones and identifications, kept them in locked rooms and used violence against those who did not meet daily quotas of up to $1,000.
The 47-year-old man is also accused of laundering money through his mother's bank account.
Six others also were indicted.
It was not immediately clear whether Brown currently has a lawyer.
