Commissioner says Tepper violated several police regulations

"He was also charged with violating an off-duty policy which means basically unless you're involved in something, you should just call 911 for on duty people to handle it and not get personally involved."

Ramsey says Sergeant Tepper is also being fired for improper use of a firearm and refusing to give a statement to police internal affairs involving the shooting death of 21-year-old Bill Panas Jr. Ramsey called the victim's parents personally to give them the news.

"I am extremely excited about today's news, but the next thing I want is seeing him charge with murder, that's the important thing," said Bill Panas Sr.

The case stems from an incident on November 21st. Investigators say a fight broke out inside Tepper's home and spilled out onto the street. Panas apparently was just passing by and got caught up in the melee when he was shot and killed by Tepper.

At the time Tepper told investigators he felt threatened but Panas was found to be unarmed. A grand jury is investigating.

Meanwhile the victim's parents say they just went through the worst holidays ever since the loss of their son.

"Every car door that goes by and opens, we think that our son's gonna come in. You go upstairs in his room and you cry, I clean his gear and fold his clothes like he's coming home and he's not coming home no more," said Karen Panas, victim's mother.

Tepper was unavailable for comment.

A police cruiser sat outside his home Monday night as a security precaution.

Meanwhile, many in the Port Richmond neighborhood displayed orange ribbons or lights in support of Bill Panas Jr. who was a very popular figure in the neighborhood.

A group also began a Facebook page which supports the arrest of Frank Tepper who has not been charged with a crime. The family hopes the grand jury moves quickly.

"We don't wanna wait 2 years that makes no sense. We know he killed our son, everybody knows he killed our son."

A spokesman for Seth Williams, the city's new district attorney, says he will not comment at this time because of the ongoing grand jury investigation. However he will personally review the case file Tuesday to get up to speed on it.
