Thomas White died last month after being struck by a vehicle near 25th and Jessup streets. Police said at the time that the boy was hit while playing on his scooter and he was dragged for two blocks before the driver got out and fled.
The Delaware Department of Justice reviewed the investigation by city police and authorized the arrest of the driver, 17-year-old Latika Wright.
She faces charges including second-degree vehicular homicide, leaving the scene of a collision resulting in death and failure to report a fatal collision.
