Michael Elliot, 25, surrendered to authorities on Wednesday. He is being charged with murder.
It happened around 2:15 a.m. Wednesday near the intersection of Torresdale Avenue and Devereaux Street outside "Fat Pete's" in the Wissinoming section of Philadelphia.
Police say Elliot was showing off a gun around a small crowd of people after leaving a corner bar. That is when the gun suddenly went off, the bullet striking 22-year-old Rachael Marcelis in the chest.
Marcelis, of the 6400 block of Charles Street, was taken to the hospital where she was pronounced dead.
