Reward offered after dog hanged in playground

PHILADELPHIA - June 15, 2010

That money will be given to whoever provides information leading to an arrest in this case. The Humane Society is offering $2,500 while the SPCA is offering an additional $1,000.

A Pennsylvania SPCA humane law enforcement officer found the female, a pit bull mix between nine months and one year old, hanging from playground equipment at the Barrett Playground, at 8th and Duncannon Streets early Tuesday morning.

The SPCA has posthumously named the dog "Flora."

The dog is believed to have been hanged in the early morning hours and died as a result.

"This was very deliberate, in my view, because they only raised this dog less than an inch off the ground so it would struggle and have a slow death," said PSPCA enforcement officer George Bengal.

Bengal says someone used a leash and choke collar in such way the dog had slow, horrible death.

People who came to the playground during the day were horrified by the crime.

"That's a shame, that's really awful," said Pauline Ward.

An investigation is underway, but the Pennsylvania SPCA is asking for the public's help in figuring out what happened to this dog.

Anyone with information is urged to call the Pennsylvania SPCA toll-free cruelty hotline at 866-601-7722.
