Delaware State Police say the accident happened in the southbound lanes between the Route 299 exit and Harris Road about 11 a.m. Monday, when a suitcase fell from a Mercury Mountaineer driven by Jacqueline Gonzalez.
A woman driving a Honda Civic swerved to avoid the suitcase, and hit a concrete median and then a Ford Taurus. The driver of the Ford also struck a concrete barrier.
The woman suffered a neck injury, and the man suffered head, neck and back injuries. None of the injuries were life-threatening.
Police spokesman Cpl. Jeffrey Hale says Gonzalez was charged with not having a secure load.
