The accident occurred around 4:30 p.m. at D and East Ontario streets.
Police say a female driver lost control of her minivan and crashed into a parked vehicle.
A three-year-old girl in the back was seriously hurt.
She was taken to St. Christopher's Hospital for Children in stable condition with serious facial injuries that will require plastic surgery.
The girl's mother, a front seat passenger, suffered minor injuries as did another child in the backseat.
The driver, a 30-year-old female friend of the mother, faces numerous charges.
Police say the vehicle had no child restraint seats and the children had no seatbelts.
Narcotics are also suspected on the part of the driver and police are awaiting toxicology results before she is charged.
