The state comptroller's report issued Thursday finds Democratic powerbroker George Norcross' insurance firm received payments as a way to balance commissions for insurance brokers in New Jersey even though the Pennsylvania firms did most of the work.
Norcross says his firm, now known as Conner Strong & Buckelew, received payments from another insurance broker for reasons unconnected to the DRPA.
The report also finds commissioners went to black-tie dinners on the authority's dime and arranged for their grown children to get free bridge tolls.
The agency that operates four Philadelphia-area bridges says it has fixed many of the problems.
