Investigators say all of the victims were people who had just cashed out their winnings from the casino.

There have been ten documented cases. Investigators noted that, in nine of the cases, the victims were of Asian descent.

One of the men seen in the video is referred to as "the spotter." In the video, he is seen watching a gambler pick up their winnings, then gets on the phone and calls in two other suspects, who are waiting in the casino parking lot - with a description of their prey.

Police say they have seen the spotter five times on video. In two incidents, the attackers used a Taser on the victims. In other incidents, the victims were attacked with a brick or simply strong-armed in front of their house.

In the most recent incident, the victim was targeted at 4:00 a.m. Tuesday on Welsh Road.

"People who had been at the casino, at SugarHouse, left the casino to return home. When they returned home they were approached by two males and they were Tased. Taken from them was a total of $18,500," said Capt. Jack McGinnis of the Philadelphia Police Dept.

The Citizens' Crime Commission is offering that $10,000 reward for the arrest and conviction of these suspects.
