"We are hoping in the city of Philadelphia we will move beyond this kind of activity. Unfortunately, there are some idiots, as I like to call them, still out there creating vandalism in their community and we hope it will stop," said Councilman Clarke.
One of the other cars vandalized belongs to a relative of one of Clarke's staff members.
