Officers were called to the 500 block of West Eleanor Street in Olney around 5:30 p.m.
Neighbors say a 3-year-old girl, wearing pajamas, but barefoot, had been crying for several hours.
They couldn't reach her because of a fence.
When police arrived, they found the child's mother asleep inside the home.
Police tell Action News no charges will be filed.
