The crash happened near the intersection of Monument Road and City Avenue around 3:30 a.m. on Saturday.
The driver of the Ford Mustang apparently lost control, crashed into a telephone pole, then went through the iron fence.
The driver of the car fled before police arrived.
An investigation is underway.
