The accident happened around 11:30 p.m. at the intersection of West 9th Street and Pusey Street.
The driver of the car stopped nearby and then returned to the scene and is talking to the police.
The victim was taken to the hospital and is listed in critical condition.
Police continue to investigate the accident.
