It happened around 6:45 p.m. Saturday on the 200 block of East 23rd Street.
Police received several calls of shots fired. Upon arrival officers found two victims on the street suffering gunshot wounds.
Both victims were taken to Christiana Hospital in critical condition.
While at the scene, police learned that two other victims were taken by private vehicle to Wilmington Hospital.
One of the victims was pronounced dead.
He has been identified as 19-year-old Raheem Winckler of Wilmington.
Police say one of the three other victims has been treated and released.
One remains in critical condition in a local hospital and the third is in stable condition.
Police are still investigating what sparked the shooting.
No arrests have been made.
