Sgt. Michael Manley of the Delaware Capitol Police says the vest that he was wearing in February, and which was purchased with the help of the federal Bulletproof Vest Partnership program, saved his life.
Manley and Capitol Police Cpl. Steve Rinehart, who also was saved by his armored vest in the Feb. 11 shooting, joined U.S. Sen. Chris Coons on Friday in calling for Congress to reauthorize the partnership program.
Coons says the program has helped save more than 3,000 lives since it began in 1998.
