It happened late Wednesday afternoon along Governor Printz Boulevard near Edgemoor Road in Brandywine Hundred.
Authorities say the driver went around a barricade. Crews had to rescue nine children and the driver from the back of the bus.
Advanced Bus Company says the driver was dismissed for failing to follow company policy.
The students were coming from Moyer Academy in Wilmington.
No one was injured.
