PHILADELPHIA -- A former SEPTA police officer is charged with falsely detaining a woman in an incident that began with an argument at a Dunkin' Donuts on Christmas morning.
Douglas Ioven, 42, is facing a number of charges including Official Oppression and False Imprisonment.
According to investigators, the incident began around 8:30 a.m. on December 25, 2013.
Police say Ioven, who was on-duty at the time, cut in the line at the Dunkin' Donuts shop in Suburban Station and placed an order.
A woman there accused Ioven of cutting in line, the D.A.'s office said, and of also stepping on her foot.
That confrontation ended, investigators say, "when another DD patron stepped in and asked everyone to get along because it was Christmas."
However, the woman decided to file a complaint but, when she arrived at Transit Police, she found Ioven was the only one there, investigators said.
Still, she asked to file a complaint. That's when, the D.A.'s office said, Ioven allegedly threatened her, handcuffed her, and charged her with disorderly conduct.
The charges against the woman were eventually dropped.
Ioven has surrendered to face charges, the D.A.'s office said.
