Attorney General Beau Biden says the strengthened law puts the burden to register, reregister and verify on the offender rather than on the state. It took effect Jan. 1.
Under the law, Delaware offenders are required to register with the State Bureau of Identification at state police headquarters in Dover or in the Bear area.
After registering, low risk offenders must report in person to police once a year. Moderate risk offenders must report every six months, and high-risk offenders must report quarterly.
Freed sex offenders will have three days to register with authorities instead of the seven days they previously had.
Civil liberty groups say the requirements are too harsh, but child advocates say the law will enhance the protection of children.
