Officials say they found the bear cub at a home in Jefferson hills last week after receiving a tip that the owner was keeping the animal as a pet.
The owner says he bought the animal about two months ago in Ohio and planned to raise it for a short while before selling it. He says the animal is harmless and that it follows him wherever he goes.
The Game Commission says the owner did not have the required permit for the animal.
A Game Commission official says the bear cub can't be released back into the wild.
