Mayor appoints panel to examine city taxes

PHILADELPHIA (AP) - March 25, 2009 Nutter said Tuesday that the panel will make a big-picture assessment of Philadelphia's system of taxing residents, nonresidents and businesses. He said the premise is, "If you were starting over, what kind of tax structure would you have?"

The city's tax structure has been examined previously by other panels.

A Tax Reform Commission in 2003 made a number of suggestions. Some were taken but many were not.

The new task force will be chaired by Harold Epps, the chief executive of PRWT Services Inc., a Philadelphia-based business-processing firm.

The panel is to make its recommendations by mid-September.
