Court appoints special master for SugarHouse

HARRISBURG, Pa. (AP) - March 25, 2009 The state Supreme Court on Tuesday approved Philadelphia Common Pleas Court Judge John Herron as a "special master" to settle disagreements over the stalled project and report his findings within 10 days.

The court also ordered the city to issue a "foundation permit" for construction of the casino.

In a petition in January, the casino's investment group had accused Mayor Michael Nutter's administration of holding up construction of the waterfront slots parlor.

Two weeks ago, Nutter pledged to speed along the city's two casino projects - SugarHouse and Foxwoods.

Under the state's gaming plan, the casinos were to be open by now.
