Biden made the announcement Tuesday at Philadelphia's 30th Street Station, along with Transportation Secretary Ray LaHood.
He says that, even in tough economic times, the nation must continue investing in its infrastructure. He says that a major way to do that is by adding high-speed rail, especially in the congested northeast corridor.
Biden estimated that, as a longtime senator from Delaware, he made over 7,900 trips between Wilmington and Washington on Amtrak.
