The accident occurred around 6:30 p.m. at 13th and Bigler streets.
Police say a 45-year-old driver of a city recreation department truck lost control of the vehicle, hit two parked cars, and struck a retaining wall.
The driver was taken to the Hospital of the University of Pennsylvania in critical, but stable condition.
Officials say a passenger in the truck fled the scene on foot.
Police say alcohol was present and the driver has been charged with DUI and related offenses.
