The Pennsylvania SPCA is offering its "good home guarantee" to people who can no longer keep their pets.
Spokeswoman Heather Redford says rather than letting a pet become a stray, or leaving it behind to die, pet owners will have a guarantee that the PSPCA will find the animal a good home.
The Pennsylvania SPCA typically charges a fee for the program - $25 for cats and $50 for dogs - but the agency is waiving that fee for anyone losing a home because of foreclosure.
The offer is only good for residents of Philadelphia, and they need proof of foreclosure.
