Does lightning ever strike the same place twice?

Absolutely. The top of the Empire State Building has been photographed being struck multiple times on a single stormy day. No doubt, the tallest buildings in Philadelphia like Liberty One have suffered the same fate. By the way, while tall structures are most at risk, lightning does not always strike the tallest object around. It sometimes hits lower-lying objects as well and these too can be struck more than once.
