Eighteen-year-old Victor Grantham of Wilmington is charged with second-degree murder and his being held on more than $1 million bail.
The shooting July 21 in the 400 block of South Van Buren Street killed Annabelle Ramirez-Sanchez as she was getting out of her car. Her 2-year-old daughter, who was still in the car, wasn't hurt.
Police say other arrests are possible as the investigation continues.
