Officer Hoggard is recovering at home, after leaving the hospital Tuesday.
This is the third arrest in relation to this shooting. However, Peel has been the only one charged with shooting Officer Hoggard.
Dwayne Robinson, 23, was arrested on June 17th and charged with attempted murder and other offenses. He is accused of shooting another man who was wounded in the arms, buttocks and groin during the same incident that left Officer Hoggard injured.
Police say Robinson passed the gun to Joseph Cebollero, 22, who was also arrested and charged with a weapons offense and obstruction of justice.
