Police say two men argued with a 42-year-old man in front of his Laurel home Saturday evening, then left. But police say the two men returned an hour later to confront the man with several other men, including Payne.
Police say Payne shot the man in the left hip and right foot and the man was treated at Nanticoke Memorial Hospital in Seaford.
Police caution that Payne is considered armed and dangerous.
