Report finds township's mishandling of contracts

TRENTON, N.J. (AP) - December 2, 2009

In December 2008, the Council decided not to vote on the mayor's recommendation to go with the low bidder, Travelers Companies Inc., and instead awarded a three-year $3.7 million contract to the Morris County Joint Insurance Fund to provide insurance services.

According to the report, council members cited personal relationships with company officials, many of whom are elected and public officials, as the main reason for accepting the higher bid.

Traveler's bid was about 20 percent lower.

Boxer says the town violated state law in rejecting the lower bid.
