The decomposed body was found Saturday when a fire broke out under the Central Pier.
Four businesses on the pier were wrecked by a Nov. 21 fire that is still under investigation.
City officials say the pier is a gathering place for the homeless, who surround themselves with trash to block out the wind and cold. Those items can pose a fire hazard.
The cause of death is unknown pending toxicology tests.
