At 2:01 a.m. 16-year-old Jacob Broschard and two other teenagers were riding their bicycles from Royal Avenue in Egg Harbor Township onto Jerome Avenue toward Robert Best Road.
That's when, prosecutors say, a vehicle driven by 31-year-old William Michael Simkins struck and killed Broschard while he was on Jerome Avenue.
Police add Simkins continued across Robert Best Road, leaving the scene of the accident.
Two hours later Egg Harbor Township Police arrested Simkins at the police department and charged him with motor vehicle violations including reckless driving, leaving the scene of an accident and failure to report a motor vehicle accident.
