Joshua Honan, 25, of the 200 block of North Marshal Street in Newport in New Castle County, was arrested earlier this week.
Police say the victim has been abused on at least five occasions. Any details about the assaults and the circumstances were withheld by police to protect the victim's identity.
Police learned that Honan had an outstanding warrant that had been issued by the Wilmington Police Department for failing to re-register within three days after an address change.
He was charged with eight counts of rape in the second degree, unlawful sexual contact in the first degree and unlawful sexual conduct against a child by a sex offender.
Honan was arraigned and committed to the Howard Young Correctional Institute after failing to post $454,000 cash bail and issued a no contact order.
